But surprisingly, the military has refused to inform Congress of the reason for the Bell Textron award. The service cannot inform Congress until opposition to Sikorsky's bid is resolved, but there is no precedent for withholding this information.
The Defense Department must notify Congress only when a protest is pending, and the law expressly excludes Congress from any privacy protections surrounding the bid. He engaged in hand-to-hand combat with the North Vietnamese and prevented the capture of three American soldiers who were wounded by gunfire and shrapnel.

The medal means more to the black race than to me. For so long we have had this reputation of not being part of America. I think this medal can solve that. And I think it's very important that something like this happens.

Advocates say the awarding of the Medal of Honor was a decades-long injustice. Geoff Bennett has a story and a conversation with retired Army Colonel Paris Davis. In 2016, USO employees sat with World War II USO volunteer Vermell Jackson at the African American Military History Museum.
The museum — once home to a rare isolated USO — still displays many happy memories of what was otherwise a difficult time in the United States. Jackson's words echo the sentiments of the photographs and artifacts housed in the museum.
